You are allowed to build 0.35 of the residential building including the terrace. In this case, 155 sqm.
As a boundary construction, a garage may additionally be built. It must not have any living spaces.
In this case, I assume that both the simple boundary-built garage and the adjoining house are allowed.
However, the builders want 2 garages, so they sacrifice the area for the house from the 155 sqm since it will be built over.
I haven’t measured everything exactly yet because I don’t like to poke around in piles if it’s not definitely clear that something can be found there. In other words: my time is too valuable for vague interpretations.
And yes: unless otherwise stated in the development plan, up to 50% may be sealed with outbuildings, paths, etc.
In this case, only the boundary-built garage would count, and of course the driveways.

Ok, if I understood Yvonne correctly, with 120 for the house including the built-over garage, there are still 35m² left for the terrace. The boundary garage does not count towards the floor area ratio at all. Paths are also excluded as long as they do not exceed 50%. Unless the development plan explicitly states otherwise, which we do not know. Is that correct?

I'm too stupid. I don't get it. How does the OP come to half the area for the boundary garage?
Does he want to confuse us?

Where does it say that? It makes sense if he takes half of the entire garage. One half is the official boundary construction, the other is integrated into the house.
