I have already clarified a few points:

[*]The administrator has unfortunately already been appointed
    [*]Small reserves are being built
    [*]So far, only owner-occupiers
[*]Water connection and external socket available
    [*]Awning allowed separately
[*]In every basement room there is electricity connected to the meter of the respective apartment
[*]Ethernet, electricity, and supply lines for the kitchen are still freely configurable and special requests would not be a problem. Only different ceiling outlets would be more expensive due to core drilling.
[*]I might possibly equip the apartment completely with KNX, but I will do that directly with the electrician. If this is not possible, I will use Homematic. It should work since the electrical wiring has not yet been installed, nor the empty conduits.

I will find out the rest, thank you very much for the tips.

Do you have a recommendation regarding the review of the construction description, etc.?

The following points were still important to us:

- Janitorial service that takes care, among other things, of keeping the common areas such as hallways and stairwell clean and snow removal services, etc.
- to have two parking spaces/garages from the beginning

Correct. Those whose families once bought land to hold are now clearly at an advantage. Currently, it would no longer work due to the applicable building obligation. I can understand your parents too! They have a different relationship to ownership! And as you wrote, strong regions have a seller’s market.

The construction description is usually included. I skimmed through it briefly, cross-checked it, and discussed it with relatives. There is a DIN standard that indicates how many sockets correspond to which level of equipment quality. It is also important how special requests are handled—if everything goes through the agent, it always gets more expensive. We are allowed to discuss this directly with the respective tradespeople, so there is one less hand reaching in. Before purchasing, have all special requests checked for feasibility with a written response. They tend to say a lot when the day is long.

Yes, I have my drafts, but they seem hastily put together - since the project is quite new. I think I'll have a professional take a look at it. Can't we store the most important points somewhere central? Two "dummies" see more?
