Normally, it is decided from year to year how many points are needed for the respective promotion, it simply depends on how many budget positions are available. Not everyone can be promoted at the same time, otherwise the system would eventually collapse.

As an example: Last year in Bavaria, you needed an evaluation of at least 11 points for the promotion from A9 to A10. Everyone with a lower evaluation must wait at least half a year, sometimes even longer until it’s their turn.

I think it will be no different in Baden-Württemberg. Therefore, a short minimum waiting period only helps to a limited extent because it says nothing about the actual waiting time until promotion.

I’ll just leave it at that Whether 3 years is a long time or not? My position is rated at A 11. I came in for someone who switched. That’s why the position is still listed as A 11 in the budget. I just don’t get A 11 because of probationary employment and only since 01.03.2020 permanently. Statement from the personnel office. This year A 10, next year then A 11. The waiting thing was told to me by older colleagues, but it’s supposedly not like that anymore. I can’t say anything about that.

Wow, you really have to be careful there. Apparently, there are also significant differences between the countries. In Hesse, there is also a ranking based on the evaluation, but it is exclusively used to decide who gets the advertised position. For the corresponding promotion to the salary grade, the ranking is irrelevant. Here, you have to achieve a certain score to be eligible for promotion at the appropriate time. This score is made up of the evaluation (a maximum of 7 points) and the duration of time in the position (1 point per year). If the budget looks good and all those eligible for promotion can be promoted, the score requirement is waived and only the promotion freeze remains as an obstacle.

I would also say let's cut it here – it doesn’t help anyway.
In the end, it always comes down to the same thing, the path the OP describes for his girlfriend is at least questionable. What he then does with it is his own business.
