In Bavaria, it takes three years per promotion. It doesn't matter at all what position you hold; you don't get promoted any faster because of it. For example, I also hold a position that is theoretically eligible for A12, but I still only get A9 and starting next year A10. And if someone were to be transferred to our office who is ahead of me in line for the A12 promotion, then they would get the A12 position. I would have absolutely zero chance to object to that.

Fortunately, I am in the private sector. There, I can always ask for a promotion, provided I have earned it.

You can ask for a lot when the day is long
Do you also get an allowance for your family, i.e. per child and spouse? No? What a shame.
