Personally, I am often quite reluctant to criticize life decisions or offer life advice. I might then ask critical questions to possibly provoke some reflection. If, in this case, there is no written commitment from the employer, one simply cannot rely on it. Verbal assurances are worthless. It doesn’t even have to be another candidate who complains, it can also simply be the budget allocation. No money because of Corona, no promotion. No promotion + nothing in writing = planning doesn’t work out. This also has nothing to do with over-discussing. Unfortunately, I still have not received an answer to this question.

I see it the same way in this case – as a civil servant, there are steps in financial future planning that you can rely on with great certainty. Others, including promotions, are simply uncertain. As already mentioned, we are actually two of this kind and yet we have NEVER calculated our maximum burden with a salary higher than A10 – everything we take on additionally can then comfortably increase the repayment, but the question mark behind the "when" does not allow for any other planning. At least that's how I see it. Personally, I don't care at all whether the OP's plan works out and if the girlfriend is actually promoted to the top within three years: Yay, congratulations! But if someone basically asks "can we afford this if the case occurs that *insert any (unlikely) career scenario*?" I think that should be pointed out and should also be acknowledged!

Are there different waiting times in other federal states? In Hesse, after a promotion in the upper service, there is a promotion ban of 2 years (even if all other criteria are met). Not even a mayor, minister, or the Federal Chancellor personally can change that. In the intermediate service, the ban is one year

I have no knowledge whatsoever about civil service laws and promotion regulations. But just from the OP's answers, it seemed to me that his girlfriend is already working in the [A13 position]. Only for a lower salary. And this is supposed to be adjusted over the next few years. I don’t know if that makes a difference now. But in the private sector, I am quite familiar with this procedure. For example, years ago I took on tasks without having completed any formal training, tasks that otherwise only a graduate or very experienced trained employee would have taken on. The pay was initially below market level for someone unskilled and then gradually adjusted more or less on an annual basis.

In NRW it is also a 1 year waiting period. I also find it quite daring to attempt such financing, but we did something similar 12 years ago. There were tough times and I would not recommend it, but in hindsight it was still worth it. We are now living our dream.
