Sorry for OT: Regarding the chemical industry, I can assure you that AT as a starter is nothing unusual, especially with the big players. Of course, this only works with a Master's degree and above. I have not heard of it happening with just a Bachelor's degree.

Actually, I just wanted to quietly read along and have a bit of fun, but now here are my 2 cents! Rarely have I read such nonsense. In Germany, every civil servant is promoted by law! So exclusively based on suitability, performance, and qualifications! That someone is promoted because of a obtained degree can and will not be allowed by any intermediate authority in Germany, as that would open the way for legal action for every passed-over candidate! No staff council and no personnel representation participate in that because otherwise it would have no standing before the administrative court! Especially not at A13, which really is nothing special! Again, no law in Germany provides that someone is promoted due to a degree, that opens the legal path for everyone! That only exists in the Taka-Tuka land where I paint a world as I like!

Well, if you have no idea, you definitely shouldn’t make such statements.

An annual promotion is at the discretion of the municipal council and the mayor and is possible without coordination with the municipal association.

Regarding jump-promotions, which my girlfriend just got approved, a one-time promotion of 2 grades is possible depending on discretion!
If special circumstances exist, e.g. working in a salaried A13 position with the current A9 salary.

So, as I said, inform yourself first before making such statements because it is simply not correct.

It will go like this: the jump-promotion to A12 will be approved in March next year, and the year after that, through the standard annual promotion, A13 will be reached.

As I said, this is only possible in exceptional cases... but yes, this will happen.

That's what you want to hear, right? Otherwise, I don't understand the point of this thread if everyone who thinks differently gets attacked.

So far, I have not heard of this at the municipal level either, as the highly paid positions there are very rare (e.g. treasurer). Normal municipal officials in the upper service are often retired with A10. At least I know this practice from some Bavarian municipalities. Whereas promotion to A13 for federal examiners was common practice for many years, as this is one of the greatest advantages of being a federal official. However, this seems to be changing at the moment.
