Actually, I just wanted to quietly read along and have a bit of fun, but now here are my 2 cents! Rarely have I read such nonsense. In Germany, every civil servant is promoted according to the law! So exclusively based on suitability, performance, and qualification! That someone is promoted due to an acquired degree, no middle authority in Germany can or will allow that, because it opens the way for all overlooked candidates to sue! No staff council and no staff representation would agree to that because otherwise it would have no standing before the administrative court! Especially not for A13, which really is nothing special! Again, no law in Germany stipulates that someone is promoted based on a degree, that opens the path to lawsuits for everyone! That only exists in Taka-Tuka land where I imagine a world as I like it!
Well, if you have no idea, you definitely shouldn’t make such statements.
An annual promotion is at the discretion of the municipal council and the mayor and is possible without coordination with the municipal association.
Regarding jump-promotions, which my girlfriend just got approved, a one-time promotion of 2 grades is possible depending on discretion!
If special circumstances exist, e.g. working in a salaried A13 position with the current A9 salary.
So, as I said, inform yourself first before making such statements because it is simply not correct.
It will go like this: the jump-promotion to A12 will be approved in March next year, and the year after that, through the standard annual promotion, A13 will be reached.
As I said, this is only possible in exceptional cases... but yes, this will happen.
