Again on the point of the inspection after 1 year:
I have read up a bit on the required annual performance factor > 4.5.
It is fundamentally said that this is an ambitious target for air-to-water heat pumps.
Furthermore, the annual performance factor cannot simply be determined by device specifications. It also depends on the location of the heating system. Among other things, the required annual performance factor is more easily achieved in areas with mild winters than in areas with very harsh winters.
I am not a heating professional... can Bafa determine the actual annual performance factor after one year?
If so, they would probably legally be entitled to reclaim the subsidy if the annual performance factor is not met.

Even after another look at the Bafa information sheet, the question is answered:
Bafa assumes deviations in practice and therefore sets the value that high as a hurdle. There is no reclaim.
