Yes, you first need an offer that really only includes the heat pump and the necessary work and materials for it. There are only very few surrounding measures in new construction (e.g. water softening system to extend the service life) that are also eligible for funding. Then the BAFA check after one year (can be funded). And possibly a ventilation system (but only with joint control with the heat pump). Later, when you submit the costs, you need, among other things, an invoice/proof of costs for the same items. Since your contracting partner is your general contractor, they must issue it. Some have difficulty with that (so says my general contractor). It is best to read the BAFA information sheet very carefully. It basically contains everything; there is just a lot of unnecessary talk. But, for example, it also states that the concrete commissioning of the executing installer counts as the deadline (so you must apply before that), not the contract with the general contractor.
