They guarantee to fulfill all requirements for you. This includes, besides applying before the start of the project and the availability of funding, also achieving the annual performance factor of 4.5 and the successful completion of the quality check after one year. So if the installer incorrectly performs the calculation or the check and as a result the funding is lost, you suffer no damage. I don’t find 100 euros for this insurance much. For me, that is less than 1% gross of the funding amount.

Short PS:

Apparently, the subsidy service has been tightened. According to the website (sheet on the subsidy conditions) of Vaillant, no liability is assumed anymore for the termination of the program or exhaustion of the budget funds.

The general question is in which constellation you commission the subsidy service. For me, everything ran through the installer and I didn’t have to do anything. So the compilation of all necessary documents was taken over.

In fact, I did not even sign a takeover of the costs charged by Vaillant (via Sunshine Energy Consulting). This is signed by the heating specialist company stating that they will cover the costs.

Just to be sure: if you are building new with a general contractor (heat pump included there), the application to BAFA must be submitted before signing the contract with the general contractor. Correct?

In my opinion, not entirely,

See point 14 of the information sheet.

For us, it was: construction with heat pump. The declaration of intent to build with the eligible heat pump will only soon be issued by us.

Addition from checklist:

Planning may be done beforehand. If you do it the way we do - i.e. only specify the heat pump - then it should not be a problem.

No, it is sufficient if the application is submitted before the general contractor commissions the heating installer. Example: We are currently building with a general contractor and signed in Nov 2019. During the selection in June 2020, we upgraded to a subsidized air-to-water heat pump and immediately thereafter (privately) submitted the BAFA application. Only a few days later did we sign the new offer from the selection. By the way, the approval took 12 weeks.
