Would you go straight the legal way or first mark "dummy parking spaces" and only take legal action if the construction is demanded?
Why should the judiciary side with you? The statute has been known since 2016. The BU and also you had access or could/were required to read and plan accordingly. Don’t get me wrong, 5 parking spaces is quite a lot, but 200 sqm for 3 people as well. If you calculate 50 sqm per person, then 5 parking spaces fit. That makes it plausible and you should accept it as such.
A carport would also ease it. You may use the space in front of the carport as a parking space. Just submit a garage without a gate.
I think you are confusing things or there is another rule that the variant of the obstructed parking space (i.e. the rear one) cannot be a real parking space. Regardless of the garage, whose driveway is not a parking space because of the gate. But I am not sure.
An interesting idea ... I will suggest that to the construction company.

Basically, we don’t want that either, we want to use the forecourt of the garage as parking spaces. These are actually the most practical parking spaces in reality and daily use.

Are you sure? As far as I know, there are only regulations regarding the driveway and building window. Colored sales brochures in the marketing process only show dummies so you can imagine it nicely.

They are supposed to be permeable. I would include the situation in the planning on your side: if you move a few “dummy parking spaces” back and forth on a 900 sqm plot and position the house accordingly, you will surely find an area that can later be used for garden parties, caravans or other things. Gravel or lawn grids (there are nicer ones than the usual), 2.25 x 5 x 2 is only 22.5 sqm... (provided the BU calculates properly) plus the garage driveway that’s 55 sqm... it really isn’t worth the trouble you are currently having. It’s doable. And the house (we don’t know your planning anyway) is probably 5 meters from the front. So somehow it will and must work. Lots of space in front of the front door is valuable – especially when guests are there... where else should they park?!
