The floor plan of the ground floor already reminds me quite a bit of that of R.Hotzenplotz:

I just hope now that it is not forbidden to post links to other threads in the forum. I have already opened a thread about the floor plan in the floor plan forum. It is here:

I can understand you. In the West on the street just plan 3 parking spaces exactly on the border. Or just pay the [Abloese]. What did the property cost per m2 with development? Unless you have a lot of time, then of course you can also sue.

Here with four free and one trapped parking space. The exceptional recognition of the one parking space in the storage area in front of the garage should be made easy for your architect in dealing with the approval authority, referring to only one residential unit, the less than 5% exceeding of 200m², and the three-, perhaps sometimes four-person household.

Everyone wants that, but I consider the opinion of the building authority employee to be daring:

You are not only failing to comply with the number of floors, neither house nor garage remain within the building area. I cannot see two-story houses within the development plan in the photos, and in the neighboring building block the development plan even allows them. The reference to the age of the development plan does not convince IMHO either. The Building Code dates from 1896, has been modernized in many places, but many paragraphs still apply unchanged today. Your development plan has been amended seven times as well, but not for your plot. Perhaps that is also the reason why they don’t want to make you any further concessions and are stubborn about the parking spaces.
