You are not only failing to comply with the number of floors, neither house nor garage remain within the building area. I cannot see two-story houses within the development plan in the photos, and in the neighboring building block the development plan even allows them. The reference to the age of the development plan does not convince IMHO either. The Building Code dates from 1896, has been modernized in many places, but many paragraphs still apply unchanged today. Your development plan has been amended seven times as well, but not for your plot. Perhaps that is also the reason why they don’t want to make you any further concessions and are stubborn about the parking spaces.
