So one should artificially keep building land scarce and hold it for tax-free speculation purposes so that the plebs remain nicely in their cramped rental apartments and rents stay exorbitantly high or continue to rise? It is a political opinion that one is allowed to have within the framework of the Basic Law.

If there were more building land, construction itself would become even more expensive. Thus, a new hurdle would be reached there. Not everyone will be able to afford their own property. No matter how. However, we have such strong tenant rights here that this is not necessary.

If building became more expensive, the money would at least go to manufacturing companies that create jobs and pay taxes instead of to tax-free speculative profiteers with unearned income :)

In addition, more would be built and thus more living space created. Goal achieved.

Exactly, just because someone owns a plot of land does not necessarily mean they are "rich."
About 10 years ago we also bought an undeveloped plot on the coast, it is supposed to become our retirement home.
It also stood empty for 10 years...
Now we're starting to build, if we had bought it now, hardly any money would have been left for the construction.
Just like with the tax you are aiming for.
Alternatively, we would move back into our rented terraced house in H. – where does the tenant go then?
The house on the coast is certainly not affordable for them.

That's how it is...

Now all the land speculators are crawling out of their holes. I don’t want to forbid it, I just want to make it financially less attractive :)

At the moment, it is an almost tax-free investment with extremely high returns; after the introduction of the special tax, it would be comparable to other investments.
