I have no suggestions for a plan that has no dimensions nor apparently involves a castle in the air here. Strangely enough, I have to join your experience with the BUs on this. Namely:
You cannot plan elaborate statics, building type, or envelope if the budget is limited. Any bay window, oriel, or slanted wall costs money. A lot of money. If two roof terraces are roughly estimated at about 30-40,000€ including complex roof structure, energy saving regulations, sealing, etc., then you should know in advance whether that would be feasible.
But that is important for the staircase location as well as door placement.
NO!
YOU should accept that a design of a single-family house is not just a drawn 2-D sketch of one floor on a sheet of paper.
Exterior walls have to carry load, the building envelope as well as the facade shape the view. Basically, the staircase is first set as an element and it must function.
Habits will change over time.
The division of the rooms except the parents’ area as mentioned is sensible, but a completely different layout would also be feasible.
There is a lack of storage space. Cloakroom. I do not see daily work or daily use here.
Regarding the budget: Well, we are still flexible. We first wanted to wait and see what the offers say. It will probably also be a huge difference between KfW40+ and KfW55.

Hip roof and knee wall: We are still completely open there. If the upper floor is set back (regarding the alignment of the outer walls with the ground floor), then we could also imagine the upper floor as a flat roof?

First the floor plan, and then we will see what 1. looks good in terms of knee wall and roof shape and 2. is affordable.
Of course the floors belong together. But can you please simply accept that we are not that far yet? The ground floor has to be done first, and from that we derive the upper floor for us.

Basically, you have to say that we get up together every day and also go to work together. But on weekends I do like to sleep longer than my partner from time to time. So only I would have a 'problem' with the floor plan.
