Is the building application already completed?
The boundary garage is only supposed to have a height of 3 m at the boundary on average. But you are not allowed to add fill there, because the neighboring property does not belong to you.
My suggestion was that there should be a slight slope towards the street. If you go deeper, you just have to consider in the outdoor area design that the water flows to the house and the garage. Otherwise, you just have less filling.

I know that I am not allowed to build the garage with filling. It still puzzles me how the building authority wants to determine whether it can be built that way without a height specification.
My neighbor to the east also placed the garage on his west side right on the property boundary and had a building encumbrance registered with the neighbor.
Since my neighbor to the west has 111.5, I would probably go for 111.0. At 110.5, I would fear it would look as if I were in a hole.
