Construction application costs only 40 euros due to exemption application?

Yes, I took a look there once. But there are certainly other things involved, especially since it was handled through a third party. The soil survey for over 4k fits with that as well. The pure fees in Saxony can be easily recalculated using the construction plans and will probably be around 500€ for the house there.

the fees for the exemption from approval. Therefore, no approval procedure was carried out here, so the designation "Building application & building notification" in the first item must be "Submission in the exemption from approval".

They only result from your house height... the higher, the further away. With 3 meters, it is usually not enough if the 2 full floors are exceeded.

Building height - average ground level * 0.4 = distance to the boundary. At least in our case, this formula is always less than 3m, so the minimum distance of 3 meters applies. Two full stories with attic / flat roof.

But I just wanted to point out that distance calculations are part of the exemption application, i.e., they also exist there. If someone then accidentally or intentionally builds into the distance areas bypassing the site plan, this happens regardless of the type of application for the construction project. And that carries the severest penalty.

...or the caseworker (or whoever) doesn’t know that the distances are calculated from the heights above the natural ground level (or reference level, if given). Our esteemed neighbor or his premium architect once piled up a smooth 1.6m and then “calculated” from there. Of course, nobody noticed, only the affected neighbors. It’s already “confidence-building” when neither the municipality nor the building authority / district office are familiar with these “details” (the guy from the district office had to have it explained to him later in the plans *facepalm*) having to be pointed out by a layperson...
As far as the penalty is concerned, I’m totally with you [emoji6]
