End of February means that if you submit the building application at the end of November, the office has 3 months including Christmas and winter holidays. And then the builder, who can plan a price increase if he starts 2-3 weeks later, has to start on time. Are you sure it will work? Do you have comparison periods from other builders? If I were in the builder's position, who gave a price commitment about 15 months ago and in the meantime prices have risen by a good 10-15%, I would try to let the price commitment expire.
For us (without a development plan and including conversion) it took 10 months. Then you still had to get a permit for the construction road...
The specified construction time is 6 months, starting from the handover of the building permit; within 12 months we have fulfilled our part. If it takes longer, the fault lies with the builder and does not justify the expiration of the price commitment.
