Yes, heat pump included. Last year, however, we paid a 250€ advance and received a 100€ refund.

But I think there is a sibling discount, right? At least in some places.
Where we live in Lower Saxony it was free from 3 years (except for food money), here in the Rhineland I think it’s even free from 2 years.

Aside from that, a child couldn’t care less whether they have a 10sqm or 14sqm room. I didn’t have a big room myself growing up, and among my friends it varied wildly. There was everything from 6sqm to 30sqm, but we all played just as well. We didn’t even really notice it. As children get older, it becomes less and less important. Then you don’t need a large space to play anymore. Eventually, a desk, TV, private bathroom, etc. become more important. On the other hand, a garden was always a highlight. So rather 10sqm, a nice garden, and preferably a nice residential area than a large room in an apartment building.

Yes, in Lower Saxony, from the month the child turns 3, no more daycare fees are required. Then we celebrate with a bottle of sparkling wine. :)

Exemption for the second child only applies if both children are under 3 and in care; otherwise, only the meal fee for the second child is waived. So currently, we pay about 380 euros for the 2-year-old but no meal fee since she is the second child, and for the older child in kindergarten, we pay 35 euros meal fee.

But this is different in every federal state...

Not only federal state, but in every city. We also live in Lower Saxony, paid 700€ per month for K1 until the 3rd birthday, then only meal money. For K2, regardless of age, only 50% contribution is due as long as K1 still goes to some facility and is not yet in school.

Here in NRW, only the most expensive child pays. All other children are free.

"If multiple children live in your household and simultaneously use services in daycare centers or day care, only the higher parental contribution for one child must be paid."

edit: Apparently it seems to vary from city to city.
