Floor plan optimization of a single-family house with a basement on a small plot

The width is a problem, if you ask me. With almost 13m, the building plot is completely maxed out (it should be about 19m wide). That means the terrace is considered edge development.

Looking at the Google image, I wouldn't have a problem building everything above ground. "the tower" fits quite well with that.

I hope I understood that correctly and expressed it accordingly...
