This shows once again that you should not plan without proper fundamentals. If it now turns out that no white tank is necessary, I will switch to the basement faction. With three steps to the house entrance, you are already 1.3m above ground level. Then you no longer need to excavate the windows, and earthworks are unavoidable anyway.

Not only that. According to the draft development plan, it must even be raised. If it becomes legally binding as such, the ground floor floor must reach at least the average street level and may lie no more than 60 cm above it. Perhaps one should wait with the floor plan design until at least the geometry of the plot is fixed and the public display of the development plan is over. Then ask the municipality if any significant changes are still to be expected.
