We would certainly only put parking spaces or a garage there.
Why is that now? However, I see the chances as low. I was thinking of a semi-detached house that fits smoothly into the image of the new development area and looks as if nothing else had ever been planned. As soon as you turn the house, the parking spaces are no longer an issue. Aside from what your neighbor says about 35K more, the chance only exists if you can convince the building authority and propose an attractive (from their point of view) alternative. Detached houses with parking spaces in between certainly don’t score points in the cityscape.
