I have asked myself that question too. When I applied for the KfW70 loan a few years ago, the house planning had to be so far advanced that an engineering calculation of the energy consumption could be made. After that, it was no longer possible to change the masonry openings (windows and exterior doors).
In addition, the application was made through the financing commercial bank, because it was also the one that checked the creditworthiness for the KfW.

"You can apply for a
KfW loan simultaneously with your financing. Since
KfW does not operate its own branch network, the house bank principle applies: That means you can only submit the
KfW application at the bank that also takes over your construction financing."
