If they then say "nope," then there simply won’t be any cable. Then the whole contract is pointless, because in my opinion there is no meaningful "compensation" if there is no cable, as there is no alternative solution, I would say.
I will bring it up and try – by the start of construction at the end of 2016 it should be clear at the latest, otherwise a reversal. The municipality was explicitly advertising this at such an event...

Well, as I said it was a bit unexpected. We had done it pro forma and actually assumed due to the market situation that we wouldn’t have a chance without 15 kids anyway according to the points system... ;-) Then it was also said that the decision would be in March – now there was info with only 10 days until the first week of January. Kind of strange, there are certainly people who are on vacation over Christmas / New Year's...
You probably hardly read and understood that before the notary appointment. Ask someone who knows about it. That also has the advantage that questions arising in conversation can be answered immediately
