Yes, that is permitted in the development plan. Most other houses on the street are multi-story.

That is the crucial question. First of all, one would have to open a big discussion to make the GU aware of the problem. You could take the standpoint that the terrace doors do not function because this ground elevation was never intended and is also impossible (see water drainage, shading of neighbors, etc. - here you need to bring up everything that is possible and has already been mentioned). You were not advised or were poorly advised or not informed. He bears partial responsibility and should participate in the costs to remedy the mishap. That would be my rough direction.

The elevation of the terrain is shown on the plans (see earlier). That it is impossible to create would have to be proven by me first and probably is not the case. And that exterior facilities are not included is stated in the contract....

Just to clarify: The missing 2 m result from the 1 m excavated for the basement construction plus the height increase of the house? So basically you are only 1 m higher than usual for the location? A 1 m slope all around is not too problematic and can be made attractive. However, the base of the hill will be expensive, and I would ask the general contractor why they didn't work with a pit instead of excavating 1 m. On undisturbed soil, you would have significantly fewer costs and concerns.
