That’s not the case here for some. I still haven’t fully understood how it came about: after deciding to raise it, there must have been illustrations for the building authority showing what the whole thing is supposed to look like – or do you build using cutouts?

Again: Of course there are drawings and plans, two of which I copied and posted here, but their extent in reality was not clear to us.

I saved myself reading all the posts, but the pictures are really "incredible". You can't seriously be that "stupid" not to include the site in the planning. Which blind mole planned this? Piling up will create a hilly landscape that a) looks awful and b) even worse, won't hold up permanently.
