Alarmingly many builders don’t get the difference between approval and procedural exemption and also don’t understand that not only houses but also terrain modifications are structures. Then the basically approved (or exempt) house is "illegally" supplemented on site. However, this can result not only in fines but also in orders for removal. In the end, the builder pays another twenty thousand on the thirty thousand for the filling with stabilization so that the whole magic disappears again (and even has to sell the house because he can no longer finance it with an additional loan). There are stories for which a reality scriptwriter doesn’t have to imagine anything ;-(but distant relatives had a similar planning mistake. They wanted to have ground-level access from the ground floor to the garden and terrace on the hillside and wanted to fill in the difference.
