Well, I thought there would be more details. After all, the OP "only" has about 1m of slope in the construction area. I found it strange to work directly with a basement in the construction plan.
And if you move away from the bungalow, the height difference will probably be even smaller. Which again speaks against a bungalow. Filling every excavator bucket costs money, every retaining wall costs money
According to Bayernatlas, the north-south gradient is 1.20 m on the area where the house is ultimately supposed to stand.

If the single-story design is desired by the authority, but the slope is present throughout the entire construction/residential area, in my opinion it is a good statement in the development plan to at least be able to build the basement as a full storey. If this were read more often and if builders dealt with why and what advantages there are, there are great options that look more fluent than alternative villas that are pressed onto an uneven plot at all costs.
