Access to your western neighbor is via the north as a so-called "Pfeiffenkopf" property. Apparently, there were concerns here about the volume of traffic, that the entrance in the south could obstruct traffic. That’s a shame, because otherwise your property could have been significantly larger. If this is still negotiable and he is allowed and willing to access from the south, I would immediately approach the west neighbor and try to buy the square meters in the north.
If, on the other hand, nothing is happening there, the crucial question will be: where do you want to have your terrace? In the south there is sun but also noise and traffic. The development plan apparently foresees the garden area in the south nevertheless. If you follow that, access from the north would also be attractive for you.
Your plot is very small. Building as a semi-detached house is not only sensible in order to have a terrace at all. The building height would probably also trigger setback areas of over 3m. If you want to build at least 144 sqm, you will probably have to use the maximum height.
The disadvantages compared to a detached house are, of course, finding a building partner and, even more difficult, agreeing with them.

I don’t have the exact property measurements. Where can I get them? Currently, the ground is still earth etc. The streets are still being built, so theoretically you can only start building in autumn 2022.
So my plan would be exactly as shown in the sketch. The driveway to the garage is via street A (which is approved according to the building authority) and the house will be pushed down as far as possible so that the garden is on the other side, i.e. in the north.
The semi-detached house definitely makes sense in order not to give up land unnecessarily. But I still have to get the data from the neighbor. I strongly assume that he thinks the same, as according to the plan he has even less leeway than I do.
Building up is also a bit problematic because I am only allowed 2 full floors and the building may be a maximum of 8.5 m high. That makes the almost unaffordable basement all the more important.
