So I found a summary of the soil report. Although it's not short, I'll copy it here. And I found nothing indicating that it concerns only mine. So it will be a general, or rather rough, report.

7 FINAL REMARKS
Within the scope of this report, the results of the field and laboratory work performed regarding the planned construction measures in the area of the development site "Am Weberanger" on the northern outskirts of Mühlhausen in the municipality of Affing were compiled and explained. Geotechnical and hydrogeological information was assembled for the construction of channels and traffic areas as well as for the infiltration of non-harmfully contaminated surface water. Furthermore, information concerning the foundation of the planned bridge over the Friedberger Ach was provided. In addition, the chemical contamination of anthropogenic fill materials and naturally occurring soils was documented and assessed based on some exemplary investigations.
The primary goal of the report was to prepare the relevant subsurface data on site for the planner by describing the soil layers, dividing them into homogeneous zones, assigning soil classes, and determining physical soil parameters.

Overall, moderate geotechnical but mostly difficult hydrogeological conditions are to be expected due to the highly permeable Quaternary gravels and the potentially high groundwater levels as well as the nearby Friedberger Ach.
During the laying of channels, very high water quantities and elaborate water retention measures, possibly including sealed enclosures, will be required even with slight groundwater involvement. Therefore, for further planning, it is recommended to set the channel laying depths, as far as possible, above or at most approximately at the level of the specified design water level for the construction condition.
For the planned bridge structure over the Friedberger Ach, a deep foundation (sheet pile or bored pile foundation) was recommended by us due to the difficult hydrogeological conditions. After the final planning is available, the geotechnical and hydrogeological data for the ultimately planned structure are to be refined and, if necessary, supplemented. Additional investigations and assessments may become necessary in the course of further planning and construction execution in this context.
Regarding the road construction measures, taking into account the planned site filling, additional soil replacement measures below the subgrade will probably only be necessary in the area of Anwaltinger Weg to ensure the required strength conditions (Ev2 modulus) in the subgrade area. It was also recommended to install the asphalt wearing course at least in this section or generally in all areas only after the residential buildings have been constructed, in order to compensate for settlements and signs of wear.
Infiltration of surface water in the area of the planned development site is possible in terms of soil permeability in the Quaternary gravels present. These mostly have high water permeability so that, combined with the relatively near-surface groundwater levels, only a short residence time and possibly insufficient purification of surface water can occur. This must be countered by appropriate technical measures to increase the retention time and improve the purification performance through suitable structural measures. After site filling at a height of 1.0 – 2.5 m and the associated increase in the groundwater flow distance, infiltration of surface water is also conceivable in this context. The arrangement of an emergency overflow with a permanently free drainage route will be required for infiltration systems in any case.
The information in our soil report is based on punctual soil exposures; deviations in the subsurface and groundwater conditions as well as in chemical concentrations outside of these exposures are possible. Therefore, in all excavation and foundation works, the current soil layers must be compared with the results of the present soil investigation. In the event of possible deviations of the subsurface outside the exposure points or in any doubtful cases regarding soil and foundation, a soil expert must be consulted.
At the time of preparation of this report, the mentioned working documents were available to us. Since the soil expert cannot yet be aware of all relevant aspects of planning and construction execution, this report does not claim to be complete regarding all geotechnical details. Additional investigations and assessments may become necessary during further planning and construction, especially for the planned residential development or other structures. Since no concrete planning data for the construction measures were available at present, it may be necessary, after receiving the execution planning, to refine and supplement the geotechnical and hydrogeological data in this report for the ultimately planned buildings and components.
It is further assumed that the engineers involved in planning and construction execution will provide all required proofs in accordance with the rules of construction technology based on the data and information recorded here.
For further geotechnical investigations, consultations, calculations, foundation slab inspections, execution of compaction controls and plate load tests in the course of earthworks, etc. we are gladly at your disposal.

Lots of water in the soil. That makes the basement not so attractive.

Therefore, the building authority recommended that if a basement is built, then it should be the full package with complete sealing and protection against uplift. That's why it becomes extra expensive.
