A 3-meter clearance area must not be developed into a roof terrace. For the orientation, I would prefer a completely different floor plan, where the utility room is not in the south or the garage is not in front of the entire west side of the house. You don't carry a breakfast tray up stairs. For me, too many points that actually belong to the topic of poor planning or (lazy) compromise.May it even be built on the boundary
