Anyway, check whether IPTV is even possible over the slow DSL connection. Otherwise temporarily SAT or DVBT. If TV is that important to you, then the extra cost of 100€ certainly won’t bother you for your great hobby.
Nice that you find it nice. But I also rely on an internet connection at home for work. From that perspective, I don’t find it so nice. The IPTV thing would only be interesting with DG.

Yes, we will do painting/flooring work ourselves. You’re right, at the latest then it really depends on us how fast it goes.

I wouldn’t want to go without phone + internet for several months and would therefore order the connection from Telekom.
You should also do that relatively promptly, because it takes quite a while until such a connection is set up.
What kind of heating will you have? If no gas, then you could ask if the free multi-utility connection can be equipped with an empty conduit for the fiber optic connection.
Despite IPTV, I would install a SAT system; that way you are flexible again.
I would have at least one network socket installed in every room, always as a double socket. Two double sockets in the living room and office.
Additionally, I had one network cable laid into the ceiling per room, intended for connecting an access point.
If you plan a garage or garden shed,
then run a network cable there too, so you can later install an outdoor access point and also have perfect Wi-Fi in the garden.
Overall, quite a few lines come together, but in my opinion that’s well spent money.
Have it all nicely laid on a patch panel in the utility room.

Well, or SAT, then you can watch TV already during the shell construction phase (if it must be). Capital investment: 100 € + TV set.
SAT could really be worth considering, even though it doesn’t solve the internet problem. With a suitable TV, I wouldn’t even need to get a separate SAT receiver, right?
