This is, in my understanding, also about the question of how the L-Bank calculates the living space. If the basement is declared as living space, then the 160 sqm limit is easily exceeded.

The declaration is not enough. The basement must meet all the requirements that make it a habitable room. So ceiling height, window areas, etc.

Wrong thought: if the basement is declared as living space, it must also meet all the requirements of a living area, and then it will be recognized as living space.
However, the OP probably doesn't want that, but rather that it remains a basement and is only used as living space later.

Can you actually do that with a basement apartment or a regular ground floor? That shouldn't really be a problem, right?

What are you getting at? A normal ground floor usually already has living space quality. You can do a lot. However, no bank will provide money for a "half house."

You can plan the following rooms in any size?

3) The following rooms’ floor areas do not count as living space: 1. accessory rooms, in particular: a) basement rooms, b) storage rooms and basement replacement rooms outside the apartment, c) laundry rooms, d) attic rooms, e) drying rooms, f) heating rooms

Or will the bank complain if my heating room is 30 sqm?

A Streif Haus representative in RLP told me recently that it is common to modify the houses accordingly to make them eligible for funding.
