I have a similar plot.
And upfront: A house without a basement is not an option for me. I am extremely conservative about that. And I also see the additional costs with embankment as considerable.
I solved it like this: basement and behind the basement a double garage. The house on top of the basement. From the street I have a slope (about 25cm) up to the house entrance. So in case of need, accessible for disabled people. (For that I also have an elevator shaft in the house, from the basement to the upper floor. Currently used as storage space.)
The double garage is my terrace and from the terrace a 6-meter wide (is currently under construction) staircase leads to the garden.

I do it like Hesse-Bub: Only the shell with wiring and then gradually finish it.

In my case, it was also important that I actually designate it as a basement/laundry room, otherwise I would have too much living space and therefore have to provide a second parking space for the car. Maybe that is a regulation for you as well -> better check it just in case.

Does the [GU] include only the additional cost for the strip foundation in the 10,000 euros or also the earthworks for the outdoor area? I would not fill in and build on a slab. I would possibly build the building services, laundry room, storage room and, towards the garden, a living space such as cooking/dining in the basement/cellar. The ground floor ([EG]) (parent's bedroom, bathroom, and living/TV room) and the attic ([DG]) (children's room, guest room, bathroom) correspondingly smaller.

On my own hillside property, the architect advised me to found both building parts in the same way. In my case, pile foundation :-(

(It is planned: Main house "above", behind it set one floor lower the built-on basement with ground-level exit. If it exhibits different settlement behavior than the main house, that is unfavorable...)
