For me, it is much more incomprehensible to submit the building application without final plans. Of all things, the central element staircase, where you basically cannot change anything once it has been fitted tightly like here, is supposed to be discussed later? At most, you can still philosophize about color and material, but the 19.1 cm rise will not get any less. You won't die from it, but before you submit the application, you might want to test whether you can live with it.
