Regarding the utility room issue:
I would only allow the children 12m² each and add a laundry room upstairs. It's not a huge house! Large rooms for the children are nice, but if mom is losing it because there is no space in the utility room for the laundry, they won't be happier with 15m² either.
Except for the "Friesengiebel" for the dressing room, this looks like a settlement house that could have been standing in Grevenbroich since 1960; inhabited by a middle-part hair wearer from the non-technical postal service
I think Katja's idea is very good... the children's rooms don't have to be that big and you can definitely use an additional room, not just for laundry, but also for other storage...

It is certainly not exciting, but well structured and functional. I would add an additional window each to the kitchen and the study on the gable side. Upstairs, perhaps double casement windows.
