There are. I had network cables installed, a total of four. However, I had and still have no idea about any of it and thought I just had to connect something in the utility room to the router and then it would work. Yeah. Now I have the four agreed network outlets in the agreed locations + four outlets in the utility room, at least near the router. That could be a patch panel, or not. There was also no instruction or explanation from the electrician. Hopefully, someday I’ll have the patience to google my way through it.

At least you have sockets in the utility room. I have loose cables without plugs/heads hanging out of the wall there.

Then everything is fine. Cable from the router to the first outlet and then connect the necessary device to the corresponding outlet in the house. The electrician did a perfect job. Or do you also need instructions on how to plug a power cable from the TV into the socket? It’s a very similar process.

Well, I have to honestly say that I also had problems with the electrician's scope of work descriptions.
In my case, they were also not patched, but only led to the distribution. However, the construction scope description did not say that it would NOT be done, so I assumed that the electrician would do it. The same with the coax cables.

He also does not write for the switches and sockets that they are properly wired and connected.

For switches and sockets, it usually states that they come with an insert. Besides, they are two completely different things. Switches and sockets operate at 230V, and a layperson without technical knowledge should not tamper with them, whereas CAT and Coax are SELV, so anyone can handle them. For these reasons alone, the socket is always fully wired and ready for use. The network socket, on the other hand, only if explicitly ordered.

What does it say about this? I have experienced this so many times: "But I thought that was included?" Since this happened often enough, every offer now clearly states that only things explicitly mentioned are included or will be done. Especially with electrical/building control, this is actually quite clear. It was announced here that cables would be routed to a certain location. Exactly that was done. When you buy a garage, usually no car is included.
