I think roller shutters are per se just a "nice to have" and their presence varies regionally. When we travel to NRW to visit relatives, we see a lot of them. Up here in northern Germany, it's rather an exception. Even new builds are rarely equipped with them. I think we are the only house on our street.I find it totally crazy how many people here would opt for electric roller shutters. We didn't have any roller shutters at all in our rental apartment and in our rental house. We simply consider having roller shutters a big step forward. In our new housing development, half of the people I know also don't have electric roller shutters, and 2 families even have shutters only on selected windows. Outside our new development, some houses were also built with radiators. There was no option to switch to underfloor heating there either. And these are good new houses. Most people in the older houses also live without underfloor heating. For me, this is no longer a simple standard but rather upscale. Apart from that, we find underfloor heating a step backward. Before, a room could be warmed up quickly and would be nice and cool again in the evening. Now we have to use electric fan heaters to get it warm quickly. Also, we used to sit on the sofa by the radiator so nicely warm and dry/warm clothes there. That's not possible any more. We thought long about electric roller shutters but now only have them on the big window on the ground floor. And that drives me crazy. When my wife opens it in the morning, I'm awake upstairs. So my wife now has to sit in the dark until she leaves the house. The manual roller shutters can be opened much quieter if done carefully. But that probably also depends a lot on how many roller shutters you actually close. We hardly use the shutters at all; we prefer to look outside.
