Heini is not an insult where I come from. It is a synonym for guy, person, individual (probably colloquial but not necessarily derogatory). The female equivalent would be Ella, by the way. But yes, he hasn't exactly covered himself in glory, not just with his advice. But somehow he's likeable... Insurance agent would be factually incorrect, by the way, since he is a salesperson (possibly even freelance) who is not directly employed by the insurance company. I have been out of training for a long time, but I’m sure I also behaved foolishly at times.

Has anyone in the meantime (unfortunately) had experience with ÖRAG and can report whether ÖRAG can be recommended? I currently have an offer of 4,700 euros for 5 years here and am still hesitating a bit.

Had a case with legal advice. ÖRAG readily arranged the lawyer and apparently also paid. If the case is resolved with the consultation, you do not have to pay any deductible. This was the case for me.

The problem with construction is: usually in these times you want to have the construction finished more urgently than the contractor. That means realistically, arguing for months, possibly even years until you might get your right is not as high a priority as simply being able to move in finally. In this respect, the BH-RSV is not that helpful for you either. Of course, in all the preliminary stages it is good to have legal support in order to even find out where you stand. Even in correspondence, a letter from a lawyer can sometimes achieve more than self-written defect reports, even if formally correct (although depending on the character on the other side, this can also backfire). Therefore, there are still many arguments in favor, especially for uncertain people.

I see the greatest advantage after the construction phase, with possible warranty claims, because then the contractor usually has no interest in fulfilling his duty and then you have a corresponding lever that you can use freely. Is it worth the premiums? I will be able to say that in 5 years...

I can fully agree with that. It is a very expensive insurance, and the fixed 5-year term also put me off at first. But as Tolentino says, it also (or especially) makes sense to have it during the warranty period.

We have taken out the insurance and just completed the construction period completely relaxed. However, it appears with 1-2 trades that defect repair is not the top priority. It feels good to have legal protection in the background in this case.

I think we will do that, including an expert during the construction phase.
Basically, we don’t run to a lawyer over every little thing. On the contrary, I’m glad if I don’t need such insurances. However, since we contract all trades ourselves, I think it would be sensible.
My concern was whether ÖRAG also provides coverage in the event of damage. The warranty is a good point.
I realized last year, due to a water damage case, how “motivated” a developer can be regarding the warranty. It was clearly an installation error. I paid the price.
