Washing machine in the bathroom is simpler in terms of noise and water, I would not rule it out despite the utility room on the upper floor if a spot can be found.
Our bathroom is similar to #30, probably a few m2 more, but with the washing machine behind the shower on the exterior wall and the toilet as in post #27. Even the drying rack fits in the bathroom next to the tub and still does not stand in the traffic area. Everything in a separate utility room on the upper floor is certainly nicer but very practical with limited space.
I like Kaho's last suggestion.
A room without any window would be bad.
