This is completely unsuitable as a comparison, unless you study for 10! years to start the job at 30. And even then, this salary in the TVÖD only applies for one year. After that, it goes up by big steps.
The typical university graduate starting their career finishes at about 25 (Master) and is at level 4 by 31, probably with a promotion to E14.
Tox, it is an official table. So it will serve some comparisons. Maybe not for you. It was only meant to show how much one can earn as a civil servant at 30. You have to take some kind of standard.
This discussion is theoretical anyway, because you don’t just get a permanent position in an authority and, voilà, you are a civil servant. This career path first has to be worked for.
By the way, you always start at level 1. To reach level 4, you have to have been there for years or have a qualification.
There are no big steps: it’s all regulated, very bureaucratic and slow in the TV-L (TVöD won’t be different). Some are still waiting to get even one group higher or into the one they deserve.
