That may be. Nevertheless, not every authority has a "pyramid structure" by far. All purely administrative authorities are certainly full of mD staff (city administration, road traffic office...). Or water and shipping administration. About 30,000 civil servants, very few of them in gD or hD. In the specialized authorities, however, it looks different (Federal Office for Radiation Protection, Federal Supervisory Authority for Air Traffic Control...). The pay structure there is usually very good.
