I know that the devices are subject to a standard – it's the same with car noises, and yet there are vehicles that are louder than any tuned exhaust straight from the factory ;)
And those standard measurements on the devices are conducted under laboratory conditions at very specific distances.
If you don't adhere to exact guidelines during installation and the system is poorly adjusted, then you often have noise problems.
Of course, it's often subjective too – noise is more frequent ;).
No one here owns such a device, or one does, but he has the device stored in the attic of his garage. So I am not affected...
I don't want to demonize the devices either, but to say that since the windows are closed in winter and thus it doesn't / hardly bothers anyone already says a lot ;)
There are plenty of reports online and lawsuits in court because of these devices. But of course, a typical German problem – you can always bring that up.
It's always funny how, as a moderator, you still can't resist personal jabs. But that's how we know you by now :)
Now I have to add my two cents again. If I said that you can't hear the systems with the window closed, that should not mean that you are exposed to noise pollution with the window open. In our very quiet residential area, you can't hear the outdoor unit during the day even with the window open in winter. Only at night, when it is almost completely silent, you open a window and stand at the window (on the side where the device is located), then you can hear it humming quietly. Since it is about 15 meters from our house to each neighbor's house, there is no need to worry about the neighbors. BTW, with controlled residential ventilation, the windows are usually closed anyway, so no one is disturbed.
