The architect did that correctly. Fortunately, roof terraces and windows are not allowed on the building boundary. You did sign the building application, right? Didn’t you notice that the roof terrace was not drawn in?

Didn't the architect explain to you why roof terraces cannot be approved at the property line?

How wide is the garage? Maybe a partial area of the garage can be planned as a terrace. So 3 m remain free.

You can separate it with planter boxes and even save yourself the railing. ;)

The garage is 6.50m wide and it is also 1 meter away from the boundary. Do you have a paragraph that stands in the way? Because the distance area is secured by the public green strip?

So once again: I understand that a building must comply with the distance areas (usually at least 3m) and that a garage generally does not have to do so. And I also know that a garage practically becomes a building if you build a terrace on the roof, because the terrace creates a building-like effect and therefore the 3m distance area must be observed.

But now we have public green space/traffic area next to us and no neighbors on this side. And in the Landesbauordnung RLP it states that the distance areas can also lie on the public traffic/green space. (§8 Abs. 2 Landesbauordnung RLP)
