So again: I understand that a building must comply with the setback areas (usually at least 3m) and that a garage generally does not have to. And I also know that a garage basically becomes a building when you put a terrace on the roof, because the terrace gives a building-like effect and therefore the 3m setback must be observed.
But now we have public green space/traffic area next to us and no neighbors on this side. And in the state building code RLP it says that the setback areas can also be on the public traffic/green area. (§8 para. 2 State Building Code RLP)
I could not read that from your plan.

Why can’t the architect plan it that way?
