Almost correct. The garage with 9m already takes up the entire boundary development to the street. However, he can still place 6m on another boundary. The garden house would therefore have to be set back from the street but may still stand on your boundary.

The problem will be that 1. you are not the only one who has to agree, but all neighbors with boundary construction. 2. As far as I know, these neighbors have to take over the setback areas on their property. So yes, one shouldn't do that.

Provided he submits a building application. Garden houses are usually exempt from approval. That does not exempt one from the obligation to do everything legally. But as long as the neighbors do not complain, it is quite possible that the authorities do not notice.
