I read it differently. Only the street side (front yard) and other sides bordering public land have this restriction. Otherwise, local custom probably applies. So it depends on whether there are more 1.8m fences between private properties.

The details are regulated by the kommunale Einfriedungsordnung. Here with us, for example, the usual double rod panel fence with the interwoven privacy strips is no longer considered a fence but a wall and is therefore only allowed on a few main roads. So I would definitely not generalize anything regarding fence and hedge regulations; this can vary greatly from municipality to municipality. My neighbor also built a fence without asking me, which I only liked so-so – I then simply planted the hedge that I like on my side and enjoy the free fence.
