Correct. The electrician does not die because, unlike the customer, he is a qualified electrical professional and observes the 5 safety rules before starting work.
The customer, usually a layperson, has absolutely no business with something like that.

AND... laypersons always, everywhere, and at all times have absolutely no business whatsoever dealing with electrical wiring...
None of you would fiddle with gas lines. Why with electricity?

Then according to your "safety rules" one shouldn't even wire lamps or install controls, for example? Because that's what it sounds like...
Well, I wouldn't mess around with high-voltage lines either, but with normal 230V usually not much happens except that you get a shock, which isn't even painful. I was more startled by it.
