Please separate again what are requirements and what you wish for or your demands. To me, the specifications of the floor area ratio/gross floor area ratio already exclude 2 storeys, therefore I think that while it may be your wish, it is not feasible according to the development plan.

Here too, I think that while it is your limit, it is not an estimate from a planner.

Maybe it is exactly that everything is a bit too much.

Precisely these are not well designed, as only long corridors are created, but no space.

Please also upload the site plan and provide reasons: for example, why are the rooms so large?
At the moment I basically recognize just a couple who mainly focus on weight and muscle training and then watch TV extensively...

I also see the budget as much too tight.

EG
Stairs too small, position not optimal
Wardrobe too small
Long corridor to the terrace feels uncomfortable
Why not put the fitness room upstairs?
Dining area - sofa tight
Be sure to draw existing/desired furniture to scale. Consider movement spaces.
For example, plan at least 80 cm of space between the edge of the table and the wall. You can only squeeze past a seated person by sucking in your stomach

Bedroom very small. You are always restricted by the bed and don’t have comfortable access to the dressing room

You are really allowed to build according to the development plan
It feels like an attempt was made to compensate for every deficiency with more space. It seems unbalanced. Actually, only a new design, and smaller, helps

We were told that we are allowed to build 2 full floors and accordingly the basic house was selected, I have attached the relevant excerpt from the development plan.

We went through all the steps with our sales consultant; the pure construction of the house (including walls, windows/doors/roof) + foundation slab is supposed to cost €197,000.

I don’t see why one would need generous space for a pantry or storage room? We measured how it would be with about 1m distance to the cupboard and both of us fit in well, even with the cupboard door open. The plan even included 60cm deep cupboards, probably they will be only 40cm deep, which would give a little more space. We are still trying to shift the stairs a little.

We are currently just two, but want to be prepared in case children come. We also sleep separately, so the attic is intended as an additional bedroom/home office/hobby room.

Is there a construction and service description for your house? That is the bible for your planning to gain some cost transparency.

How are the 12.42 m now going to be attached to the existing 10.04 m house?
