What I long believed / still believe *uncertainty*: simply the existence of the cable connection and the associated possibility to receive digital TV even without a contract with the local cable network operator already causes me cable basic fees.
Question1: is that true? Or does a cable connection only cost me monthly if I do not have a contract with the provider at all?
No. You can also be connected to the cable network without ongoing costs. You do not necessarily have to book a product.
Question2: can it be that if I have no contract, I also cannot receive TV via cable, meaning I get switched off / am switched off? (I ask because in our apartment building we also receive TV via cable without a tariff with the provider, there is a box from Unity Media in the basement for all residents. The connection fees for that are presumably paid directly by the landlord and passed on to us tenants.)
Yes, a corresponding lock will be applied and sealed on site or you will be disconnected.
In your apartment building, the landlord probably has a contract for all parties (which is a bit cheaper) and recoups the money through the additional costs. However, there are also "lucky" ones where the landlord is too stupid for that or the cable network operator is not able to disconnect individual subscribers in the building.
Question3: Can I only get a cable connection if the street supports it, meaning if the operator has even expanded the network accordingly?
Yes. Besides that, cable network operators hardly expand anymore nowadays, often not even in new development areas.
Question4: What does such a connection cost (up to the property boundary, probably another 20-30 meters would be needed on the property).
According to my research so far: a flat rate of 600€ for up to 20m + 70€/each additional meter

In NRW according to Unitymedia’s price list from 398€ incl. VAT incl. civil engineering and house introduction on private property up to 10 m when simultaneously ordering a service product for at least one year. Without such an order from 949€.
(So ordering a product always makes sense)

I haven’t checked that now. But the 3xx € are history or only apply if the connection is set on the outside wall. I think now they are at 600€ for the indoor installation and give a discount if you take out a tariff.

Of course you can do that, but it costs accordingly.
If I had to decide today, I would skip the Telekom connection. The copper twin core cable is (in theory) probably the worst transmission medium. Although they now squeeze 100 Mbit/s out of it with VDSL Vectoring and maybe more will be possible in the future ... purely from the physical properties the coax cable is the higher quality and the crown would be fiber optic. The latter can also be requested from Telekom, they partly supply new development areas with it if enough interested parties sign up and they wanted to expand VDSL anyway.

If I conclude UnityMedia two Play for 25€/month.

Yes and no. Because the basic connection (20.99€) for normal TV reception is not included in the packages (in none of them).
However, this is not a mandatory booking if you book 1play or 2play. They then apply a blocking filter for you so that you can use data services in your apartment but no TV signals arrive.
