Fiber optic expansion by 1&1 or Telekom - Who pays for the construction trenches?

For us, it was last summer. The fiber optic cable is now at least already _at_ the house. Even though it was announced 3 years earlier.

We are also waiting until it is connected.

They have plans, open the supply shafts, dig around them and see where all the lines go. For some, they could use empty conduits; for us, for example, they had to dig up the yard for 2 full days. Afterwards, everything looked the same as before.
Costs: none.

This is how it was explained to us:
- The network expansion is carried out by a large company, where Telekom and others then "book" lines
- Telekom and others then conclude contracts with the customers
So it is a company that lays the cables; the individual providers do not come and dig up the street five times.

There are three steps/appointments for the expansion in total:
1) Fiber optic cable is laid in the street
2) House connection from the street into the house is laid, usually using a directional drill; the excavators have the cable plans so that nothing gets damaged
3) Connection inside the house: a technician comes and plugs the cable laid into the house into a socket and mounts it on the wall. The customer can then plug their router into it or continue wiring inside the house from there.

For us, all of this is free or included in the 2-year contract. It is a bit more expensive monthly than our internet contract now, but everything up to the socket in the house is included.
You still have to think about the wiring inside the house yourself. Our provider gave us a free consultation; someone came to us, explained the steps again, and gave tips on where and how to wire/connect the router in the house.

Step 1 was already announced for last autumn, and currently everything should be finished by summer.

I assume it works similarly in other regions in Germany.

My guess would be that they realized how little 900€ covers in existing infrastructure. Digging up the street once, trenching on the property, drilling into the basement wall, running the pipe through, sealing the entry point, blowing in the fiber, installing the connection box, refilling everything, patching the street. That's a lot of work and materials. On top of that are the costs for laying under the street. And since the municipalities have no money to generously subsidize this now, they just recover it from those who do not yet have a connection. There aren’t many alternatives. In rural areas, without fiber, it’s often DSL 2000, there are no cable networks and thus no cable providers. Mobile networks serve as a temporary solution (that’s what we’re currently using), but nothing more.

But not if the pipe is already in the house. And for an hour of blowing in, 900 euros, the fiber optic cable itself is not that expensive.

Vodafone is coming to us, €2600 connection costs are covered by subsidies. We do not pay.

Without knowing for sure, I would assume that removing and relaying the paving, removing and relaying the terrace, and the waterproof pressure-resistant entry are your problem. The entry anyway, you have to provide that. In the public area, cutting open the street, sidewalk, etc. may still be included. But on your property, the paving contractor will not show up at Telekom’s expense, you can forget that. They will dig a trench, fill it back in, and then say "Have fun with the internet, we are done then!".
