Thank you. Yes, sadly but true. It practically means that anyone who does not connect their photovoltaic system to the grid within the next weeks/months could, in the worst case, end up with no feed-in tariff at all... It doesn't happen often, but here I can agree with the Greens once (at least as it was presented in your article by the journalist).

I'll put it this way, the government indicated in November that the cap would be removed. But since then, nothing has happened. And if you look at the skirmish I previously described, it can be assumed that the Grand Coalition will prevent the corresponding abolition of the cap. I myself am facing the problem. My system is planned and will hopefully be installed in March if the weather cooperates. If I manage to complete the commissioning quickly enough, then I’ll still get the Renewable Energy Act remuneration, otherwise, I’ll just be left standing there clueless. But the matter is not entirely lost. If the feed-in tariff is abolished, the electricity will ultimately have to be sold on the free market. Although that will, of course, yield significantly less.

Well, but doesn’t that argue in favor of lifting the funding cap and that the Green Party's draft law is no longer needed / too late?

Well, the good approach looks like this: phase out and the rest will be handled by the market itself. Small installations should be removed or give away their electricity more or less for free

That is exactly what is stated in the quoted protocol. They want to lift the cap and do so in one go with the climate package. Therefore, the Greens’ proposal was rejected because no individual regulation is needed.

The Bundesrat approved it before Christmas, and the Climate Protection Act is expected in spring 2020. Then the cap will be gone.
If a gap occurs, administrative instructions may help as a temporary solution. In the worst case, you build the system and postpone the commissioning.
